As mentioned in the title, I've created some magic items that I don't want to publish since they were through Tal'Dorei Campaign Setting and Griffon's Saddlebag. It was mentioned that if I'm doing campaign sharing, I should be able to add these items to my players' inventory even if they are not published. However, when I go to their character sheets I am unable to do this.

Is the homebrew toggle on in their character preferences?

Yes, the homebrew toggle is on. I was actually able to add one item to their inventory before this issue started happening.
