My players, even though they're in my campaign, do not have access to my books. I have reset and resent the link, I have un/resubscribed to the Master Tier. Nothing seems to work.
Hey I am having this issue right now, It was working for some players but then all the sudden stopped working when some others joined. I can go in and manually update their characters with the shared content (I the DM don't own the books a friend does) but some of the players can't used the shared content while some can. My Entitlements are synced. Anything else I should try?

Check that your Account Entitlements are synced, and try turning the campaign's Content Sharing off and back on again.
Unsubscribing/resubscribing is a very bad idea! I hope that didn't mess things up for your account.

The other players should also check their Account Entitlements, and you can try turning content sharing off and back on again.
