I am a DM for a campaign, and I own Tasha's (among other source books). My ranger player is attempting to take entangle as a level 1 spell, but doesn't have access to it when they go through spell management. I do have Tasha's enabled in content sharing, and his character has optional class features enabled on his character.
If you mean the first page of their character editing process, then yes. Optional class features is enabled under the 'optional features' of the 'home' page of character editing.
So you have enabled the toggle on the home tab, gone to the class tab, clicked optional features and then checked the box next to additional spells?

From there, you can scroll down to enable expanded spell lists
I don't see this list on the Optional Feature Manager list. All I see is
"Unlike the features in the Player’s Handbook, you don’t gain the features here automatically. Consulting with your DM, you decide whether to gain a feature in this section if you meet the level requirement noted in the feature’s description. These features can be selected separately from one another; you can use some, all, or none of them.
You currently have no available optional class features for this class
Unlock all official options in the Marketplace or create them for Homebrew Subclasses."
The optional class features printed in Tasha's is what grants access to Entangle, as part of the Additional Ranger Spells. As with all optional class features, they're only accessible in the character builder if you purchase the entirety of Tasha's, not a portion of the book, or the character is in a campaign with content sharing turned on where someone else has purchased the full book. It's not available piecemeal. If you don't want to buy all of Tasha's, but own Entangle, you can make a homebrew copy of the spell and add Rangers to the list of classes it's available for. That's free. Or buying just that spell to do that would be $1.99. If you already own Tasha's, try syncing your entitlements. If you're having it shared with you, ask for sharing to be turned off and on again for that campaign.

He will also need to go to the Class page of the Builder, open the Optional Feature Manager, and click the checkbox for Additional Ranger Spells.
