Hey, just wondering if I might get some insight on this. Just purchased Tasha's cauldron and I've now been able to use booming blade on other various characters but I can't seem to attach it to my high elf assassin. Shouldn't a high elf be able to have this as their racial cantrip?

Is this an older character? It might be stuck on an old data cache. Try adding inspiration, refreshing, removing it, and refreshing the page again to update the cache. It might take a few tries.
Booming Blade is not a free spell and is originally from Sword Coast Adventurer's Guide (SCAG) and reprinted in Tasha's Cauldron of Everything (TCoE).
You will need to have purchased the spell piecemeal from SCAG (or the whole book) or the whole book of TCoE to access it. Alternatively, make the character in a campaign where content sharing has been enabled by somebody with a Master tier subscription and where a player has purchased the spell/book.
