The item you're referring to is from Lairs of Etharis book. However, I've not come across this having an issue for anyone else. Did you buy the book on here or having it shared with you?
I ask because it seems like you may be using a homebrew version, rather than the official one. However, as I do not have access to this book I cannot test it. If you click the item check the sidebar. If "Version:" appears - you're using a homebrew version.

The coat of lies item that should give 1 AC or giving 6 AC
And afaik it shouldn't

But if it's part of something you can buy on this site then it should be corrected so it's accurate.

You can try the item with a high charisma character and notice that it increase the AC based on it, if is not maybe it is a hb item and I'm wrong
