In both the Spells and Compendium sections, the material components for Teleportation Circle are listed as "rare chalks and inks infused with precious gems with 50 gp". Seems like that second "with" should be "worth".
No. It still lists a cost and with the typo taken as is it would require the inks, chalks and 50 gp coins.

This is still an issue, as of 2018.11.06.
That's exactly what the Player's Handbook states.
Until Wizards of the Coast issue an errata changing it, that is the official wording.
