If I turn Eberron content off in the toggle, but leave the "playtest" toggle on in the the Character builder, I can access Eberron subraces like Valenar Wood Elf. This confuses me on three counts:
These subraces are Eberron specific
These subraces, unlike Warforged, Kalashtar, etc. have not been released in UA
I have not bought WGTE, nor am I in a campaign with content sharing turned one.
I think the other races are included in the Playtest tag because the whole WGtE is a living document. (Playtest). It's purchasable to keep forever, but the document is currently free as playtest. Once the playtest is done, you'll have to purchase the book to continue using the document on DDB.
The entire document isn’t available for free; I can’t, for example, see the WFGTE in the compendium. But it may be that they decided to make all the races freely available. It would be nice, though, if they would clarify in the builder that there is no way to have playtest on and exclude Non UA Eberron content at the same time.

I'm guessing the same reason homebrew is on by default. Someone makes a homebrew item, but can't find it so they go to the forums making posts about it. Turning it on stops the extra time wasted. Someone buys WGtE and can't find any of the races or backgrounds when making their character so they go to the forums complaining about it. Just leaving it on as default stops that extra step people have to take and some people won't catch and begin complaining about buying something that doesn't work. I also bet if it wasn't on by default there would be lots of posts saying it should be.

They have a lot of data & research available to them on this.

The majority of users, having no issues, have not sought out discussion threads to voice an opinion in.
I am not saying you are wrong for wanting all of the toggles to default to off, but you are utterly incorrect to state that this is the preferred state for the majority of users.
I prefer it on by default. No DM I play with has any problems allowing Eberron content.
However, it would be nice to have a preferences area in My Account or something that allows us to choose the preferred defaults. For example, all the DMs I play with also allow most or all of the playtest stuff and the Critical Role content but to use these I have to manually switch them on each time.
But ultimately, this isn't much of an inconvenience. It's like 2 or 3 seconds, is that really a big deal?

If you have playtest on, you will see all Unearthed Arcana content, including the races of Eberron, which were released as a separate UA PDF.
