Does anyone know what to do?
Is your character a level 3 Ranger? Beast Master is a subclass of Ranger and Ranger's do not get to pick subclass until they reach level 3 in that class.

Nope. That's the basic rules. It is indeed in the PHB Ranger section.
Why do you make people pay for subclasses and give us so few subclasses to choose from?
