If I tell the creation process to ignore encumbrance, on that first page of character creation, it does not do what I want. I get to the end, and still have movement speed reduced by 10, due to being more than 5x strength in total weight carried. Why is it ignoring my wishes?

These aren't encumbrance rules - it's a strength requirement for wearing heavy armour.
