Both spells are from the PHB. In order to use them in homebrew, you have to have purchased those spells here. Have you, or do you have access through content sharing?

I should have access through content sharing. I have many, many other spells that I do have access to via that method. So it is strange that the PHB is not included for me. Perhaps I just need to purchase them?
Content sharing access is not sufficient for use in homebrew. If you want to used non-free spells in homebrew, yes, you have to purchase them. One other caveat: non-free spells can only be used in private homebrew. You can't publish homebrew that uses purchasable spells. This is (in part) because it would break the character sheets of folks who used the homebrew but did not have access to those spells. They do plan to try to address that eventually, but it will be a long time.

Just jumping in to confirm ArwensDaughter is correct. To use non-SRD content in homebrew, you need to have purchased it yourself.
