I am a player in a campaign and have access to every rulebook via my DM. I am trying to make a forest gnome ranger and I have discovered that forest gnomes are not an option available to me on the character builder. After some investigating, it appears that in the char. builder I only have access to the Player's Handbook content that is available in the basic rules---since forest gnomes are not in the basic rules, I don't have the option to make a forest gnome character. Similarly, I do not have access to the College of Valor, the Path of the Totem Warrior, and other class archetypes from the PHB that are not in the basic rules. I have full access to PHB content elsewhere on the site. I have access to other content, such as deep gnomes from Mordenkainen's Tome of Foes, in the char. builder.
How can I make all PHB content accessible in the character builder?
I'm having the same issue, except that I purchased the PHB and still can't make an oath of vengence paladin?
Try logging out and back in again. You can also try checking your entitlements. If you go to your Account page and go to the Marketplace tab, you should be able to see if your entitlements are in sync.

D&D Beyond FoundersContent that is shared with you via a campaign only applies to characters that are part of that campaign.
You need to join the campaign with that character for it to be able to access the content (such as Forest Gnome).
