One of my sorcerers recently reached level 2 but when i go to pick a new spell to learn, I'm not seeing level 2 spells even after i make all the necessary changed to my level and XP
That’s a part of the rules that can easily trip up D&D players. A spell’s level is not your character’s level.
A character’s level goes from 1 through 20.
Spell levels go from 1 through 9.
9th level spells become accessible to sorcerers starting at level 17. 2nd level spells become available at level 3.
If you look at the table for sorcerers (that shows the abilities gained at each level, proficiency bonus, etc.) in the PHB or Basic Rules, the “Spell Slots per Spell Level” would show which levels of spells your sorcerer has access to at any given level.

A “full caster” like a sorcerer doesn’t get 2nd-level spells until they hit 3rd level. You get new spell levels on the odd levels, not the even levels.
