I know it can be done manually - but if I ever level up and choose ASI with for instance +2 to int or wisdom, I would have to go and remove the modification, see my new scores, and add the +5 again.
Some items/racials do add the +5 by code/design, and this one does not.

Actually, you just need to add 1 to it..... A +2 Wis will result in a +1 Wis mod. So it would only ever be X+1 in that case, where X is whatever is already there.
Because DDB still hasn’t actually programmed the modifier to add a bonus like that to passive Insight yet.
That would make sense - but why not? if they have it for investigation and perception, why not add it to insight since it's basicly the same.
Because they were very restricted by WotC when they were negotiating things, and very shortsighted when they were planning things and it turns out that in order for them to change anything once it was all set into motion required them to basically redesign the entire system from the ground up, hardware, software everything. It has taken them around 1.5-2 years so far (since Ravnica came out) and they’re still not done since Tasha’s threw everything into the air. Something that specific will be at the bottom of the list while fixing the Artificer infusions (which currently are not working correctly since Tasha’s) is at the top of the list.
TLDR: They can’t “just add it,” they have to do tons of other stuff first just to be able to add it. And they have higher priorities once their done that ton of stuff.

Hey.
So recently I've been looking at the pallid elf from explorers guide to wildemount.
They have a racial trait that goes like this:
Incisive Sense
You have advantage on Intelligence (Investigation) and Wisdom (Insight) checks
And according to the rules on passive checks from the players handbook:
Here's how to determine a character's total for a passive check:
10 + all modifiers that normally apply to the check
If the character has advantage on the check, add 5. For disadvantage, subtract 5. The game refers to a passive check total as a sc ore.
Since it's static that pallid Elfs always have the advantage, it should be a modification, just like Observant adds the modifiers.
You can add the +5 manually directly on your character sheet.

I just checked the way the racial feature is currently configured and added the +5 bonus to passive investigation.
