Sounds like you haven't bought the PHB. There is enough free content to play the game, but all the extra options have to be paid for or created yourself.
You don't necessarily have to be the one to buy the book, if someone else in your campaign has bought a book and someone in the campaign has a master subscription, that book's content can be shared with you.
The subclass you are referring to is not part of the D&D 5th edition SRD and will need to be unlocked from the marketplace before you can use it on D&D Beyond.
You may also purchase individual races, subclasses, feats & magic items from the marketplace - should you later wish to purchase the sourcebook that they came from, any such individual purchases are fully discounted from the price of the sourcebook.
You are also welcome to create your own content using the D&D Beyond homebrew tools.

D&D Beyond can be used for free and contains information from the following "free to use" sources published by Wizards of the Coast: D&D 5th edition SRD, D&D 5th edition Basic Rules, and Elemental Evil Companion.

I have the PHB shared with me and I still cannot access the College of Valor as an option. Any idea why?
You can only access options that are being shared with you specifically within that campaign.
