Try re-saving the entire subclass. The system only checks those compliances when you hit the main [SAVE CHANGES] button under “Basic Information.”
PS- If you only just finished writing your homebrew I personally recommend against publishing it right away. Once you publish you can no longer edit it without replacing it with a new version, and there are reasons to not do that whenever it is avoidable. Take some time to thoroughly playtest and edit your homebrew before publishing and you will be able to knock out all the kinks and make sure it is all polished up before publishing it. Remember, you don’t need to publish it for you and your friends to use it.
I just got done creating a new subclass for the bard, but I can't publish it even though I have all the subclass levels filled.
