Does this mean a Warlock 9/Ranger 1 could cast the Ranger spell Swift Quiver? or would it require a Warlock 9/ Ranger 5? or some other combination of levels would be required to make this work? the goal is to cast Swift Quiver at the lowest possible level
You would have to get enough levels of Ranger to unlock it, so hit level 17, which is when the Ranger can begin casting it's level 5 spells. The only synergy that would happen with Warlock and Ranger spells is that with the spells you do know you can use either slots. For example at level 2 Ranger you unlock your spellcasting ability and can either use the level 1 slots to cast any of the level 1 Warlock spells as level 1, or you can cast the level 1 Ranger spells at level 5, or at what ever the highest level slots you have for the Warlock.
The only way I can see you getting Swift Quiver at a lower level is to use a homebrew subclass for Bard, Cleric, Sorcerer, Wizard, or Warlock. Keep in mind that is a very powerful spell, allowing you to fire your ranged weapon 3 to 4 times per turn, depending on how you treat its synergy with Extra Attack, there is a reason why it is only available to level 17 Rangers.
Could a fighter fire a range weapon 4 times in a turn starting at level 5? Use the attack action (2 x attacks) ... action surge bonus action .... attack action (2x attacks) ... no spells at all (could only do it once per short rest) ....
That would get you three attacks, Attack action, Extra Attack, and Action Surge. At level 11 Fighter you can get four attacks since you get a second Extra Attack.

Extra Attack works any time you take the Attack action during your turn. Spending Action Surge on the Attack action would give them 2 more attacks, 4 in total.

A Bard has access to Magical Secrets. They can choose other classes spells and cast them as their own.
This ability is available to all Bards at lvl 10, which means they can cast 5th lvl spells, like Swift Quiver.
