The Boots of Elvenkind are great for Rouges because they help you travel silently, and dosen't every rouge need that? I have used them to steal keys to save my party from execution. Seriously, these boots are amazing!
Its very rare that a DM will ask for a Dexterity (Stealth) check solely to move silently, as opposed to hide.
Mostly when you're invisible, so yeah less for Rogues and more for casters that want to sneak. Cloak of Elvenkind is arguably much better for Rogues. Also as always, someone with Pass Without Trace is pretty much the best friend for a Rogue.

I've never encountered a forum where I got this many "talking to a wall" impressions as this one...
I like boots of elvenkind on a Rogue. I am not a fan of cloak of Elvenkind because on a Rogue, because I think attunement is better spent on Gauntlets of Ogre Power, a Belt of Giant Strangth or a host of other magic items.
The problem with cloak of Elvenkind is it is going to be used on a check you are probably going to suceed on anyway. At high levels and with expertise, one you will usually automatically succeed on. If you have attunement slots, sure but otherwise I would boost something that is lacking.
Its very rare that a DM will ask for a Dexterity (Stealth) check solely to move silently, as opposed to hide.
I don't think this matters, and to be honest in strict application of the rules I think it is backwards. To hide you have to be obscured to start with, which means you can't be seen anyway. Further hidden means you are unseen and unheard so a check to hide always includes trying to be unheard unless there are some specifics that make it so the enemy can't hear you, This means you would always have advantage on it. The fact they are also trying to see, smell or touch you doesn't negate the advantage.
One of the strongest part of the Cloak of Elvenkind is the fact it gives disadvantage to perception checks trying to find you... That basically reduces the passive perception of people around you (PBH. p 175) when trying to find you, which is very very good!

Only when relying on sight.
If they're trying to find you by sound or smell, it does nothing to assist you.
Yep. But when you put both the boots and the cloak on...
Well, yeah, if you put both boots and cloak on, people around would have a -5 penalty to their passive perception to see and hear you (at least your footsteps... you still have to breath and in some environment, that could still give your location away). And if they are looking for you, it'd be at disadvantage on those two senses. They could still smell you out as Cyb3rM1nd pointed out but pretty strong nonetheless!
Just keep in mind that it's still not as strong as someone casting Pass Without Trace. +10 to your Stealth checks beats giving Disadvantage to Perception checks (especially only specific ones) any day of the week. ;)

Or when you're trying to sneak past an occupied room rather than through it. It actually does come up a lot in dungeon crawls.
To Op's point, yeah, being stealthy and hiding pretty much relies at least somewhat on being silent. That advantage would be really good for a lot of rogues.

The act of hiding and moving silently are two different things. The Cloak of Elvenkind grant advantage to Dexterity (Stealth) checks to hide, and the Boots of Elvenkind to move silently instead. Once you've successfully hidden, you are effectively unseen and unheard while moving unless the DM asks for a check to see how silently you move, which is rare like i said. And it's even more rare to ask for a check to move silently when not hidden, to determine if you are heard by nearby creatures that haven't notice you already.

Text of boots of elvenkind "You also have advantage on Dexterity (Stealth) checks that rely on moving silently."
Hiding relies at least a bit on moving silently so you do not give away your position.

Hiding doesn't rely on moving silently, you can hide without moving at all. Like i said, it's two different things.
If you are hiding, the Boots of Elvenkind 's property won't apply to the check.
If you are moving silently, the Cloak of Elvenkind's property won't apply to the check.

I think people are misreading what I said. Hiding relies almost exclusively on being hidden. Unless you are a halfling, wood elf or have the skulker feat you need to be obscured to hide.
Hiding RAW is never a check to see if someone sees you, because if you can seen you then you are by definition not obscured.
Hiding means unseen and unheard. Since you need to already be unseen to even attempt to hide (exceptions above notwithstanding), it is really almost always a check to be unheard.
now moving silently and being silent are not necessarily the same thing.

I will add that the fact they don't require attunement is also very strong.
If you can ever combo them with a Cloak of Elvenkind, you'd be good to go for a long while with Stealth :D

Yep, and that means that if you own these boots and you want someone else to use them while you still own them, you'll be good to go.
(Also you could pair this with all manner of invisibility and disortation spells and items for a good effect.)

These boots are great for someone in plate armor.
Gloves of Thievery are also amazing .. invisible when worn, +5 to sleight of hand and lockpick.
