can a sorcerer use quickened spell to cast .... let’s say lightning bolt .... as a bonus action and then use twined spell to cast 2 more lightning bolts ? 3 lightning bolts in a turn? Sounds crazy op ..... what ami doing wrong ?
If you cast a spell as a bonus action, the rest of your spells that turn have to be cantrips with a casting time of 1 action. Also, Lightning Bolt can't be twinned because it targets more than one creature.
Here are some reasons why you might not be able to do that. You can only use one Metamagic option on a spell when you cast it unless otherwise noted (and I believe Empowered spell is the only one that can be used in conjunction with others), so you can't Quicken and Twin.
Also, even if you could, isn't your count off... how does a Quicken (1 lightning bolt cast as a bonus action) that is Twinned (another target for the same lightning bolt spell) which = 2... somehow in your example = 3?... even if you cast a cantrip which is allowed when you cast a bonus action spell, the cantrip could not be a lightning bolt

twinned just allows you to select another target for one spell you cast... so even if you could do them both in one turn (which you can't), the single quickened lightning bolt would select another target (the total would still be 2... not 3)

to be crystal clear, a twinned spell allows a single spell (that's 1) to select another target (that's another 1) so the total is 2 targets (that's a total of 2)... not sure where you are getting the 3rd lightning bolt from in your example?

As has been stated this does not work for 2 reasons:
Lightning Bolt cannot be twinned. A twinned spell must only be capable of targeting a single target and lightning bolt is an Area of Effect that affects all creatures in a line.
If you cast a spell as a bonus action (be it a normal bonus action spell like Misty Step or an action spell that has been quickened) your other spell you cast must be a cantrip. It is not possible to cast two Lightning Bolts in a turn by having one quickened. It would only be possible if you multiclassed as Fighter and gained Action Surge - the second action could be used to cast another Lightning Bolt.
I’ll focus more on the Spirit of the question, rather than the literal.

You can combine Area if Effect spells with Quicken Spell to target multiple enemies.
For example, let's say there are 4 enemies within 20 feet of each other and none of your allies are close to them.
Quicken Spell Fireball to cast it as a Bonus to damage all 4 enemies.
Twinned Spell Fire Bolt cantrip to target two of them, possibly damaging them again.

Otherwise if strictly going with "attack" spells then again, no, because there are spells that let you attack multiple enemies in a single casting like Scorching Ray spell which can attack 3+ targets per cast. You cannot "Twinned Spell" these but you can Quicken Spell them to cast as a bonus and then cast a Twinned Spell cantrip for 5+ enemies hit in a single turn.
Where is rule about casting multiple spells? I cannot find it on the website.

My phrasing was bad .... I meant like 3 targets being hit ..... two by the twinned spell and one by the quickened spell.....
i took that clause as you couldn’t both quicken a spell and increase its range .....
but in my version wouldn’t the sorcerer spend two level 3 slots and strike 3 enemies with lightning on one turn or no ?
So how do you define hitting one target ?

Yes! Exactly.
3 targets getting hit by a different firebolt in one turn!
Or, one target hit by 2 fire bolts and another target hit by the 3rd one. Set the world on fire.
Lightning Bolt is an area of effect spell and not a single target spell.
Where is rule about casting multiple spells? I cannot find it on the website.
Its in the player's hand book where it talks about actions you can take.
