20 dex is a pretty big ask of a caster. Even as a high elf or feral tiefling you're probably only starting with a 16 Dex at best. You're looking at two ASIs to max your casting stat, usually an ASI into one of the concentration-buffing feats, so you've got one ASI left from there. 18 Dex at best, assuming you don't want to buff Con instead or find a different feat. In theory, yes, you could grab a book to push to 20, but now you're looking at a legendary item and two very rare items that have nothing to do with your actual wizardry. That's either a pretty huge ask of your DM or you gave up the Wizard essentials in a lot of other places.
It's also... not even particularly needed. Let's be a bit more practical and say 16 Dex - we found another feat we wanted, or we buffed our Con instead. We grab a Robe of the Archmagi instead of that +3 Studded Leather, and a Staff of Power over that +3 Shield. We're already at 20 AC. If we happen to be a Bladesinger (which is pretty much the go-to for a Wizard with a dumb AC), that Dex book can instead be an Int book and now we're at 26 AC before Shield.
Robe of the archmagi doesn't work with a shield, and if you took defense fighting style, that would raise it even more

Actually the robes DO work with a shield. The limitation is only that you are not "wearing armor" and having a shield is not the same as wearing armour.

Literally none of that is correct? Robes do work with a shield (as nothing says they don't), Robes do not work with the Defense style (as they are not armor), and i didn't include a shield in that math anyway since that's not a thing a Bladesinger can normally access and interferes with the Bladesong.
To break down my AC calculation: Robes = 15 + Dex mod. Dex of 16 = +3. Staff of Power = +2 AC. So our baseline is 20. Bladesinging, with 22 Intelligence = +6, so we conditionally (pretty regularly, mind, but it's not free) hit 26. Then Shield to 31.
Theoretically one could certainly get higher than that, a rare item in Bracers of Defense puts us at 22/28/33. And there's a smattering of very rare and higher magic items that can add even more, but I would never assume getting multiple items at that rarity and we're already at one legendary and two very rare.
My level 18 bladesinger had +6 to Dex, Int and Cha (really good starting stats and we all got to choose (and buy) any 3 very rares of choice, including the tomes/manuals (just not two of same one). So I chose these three.
Robes of Archmagi gives base 15 + Dex. So 21.
Blue Dragon Mask adds Charisma mod as a bonus to AC. So 27.
Bladesong adds Int as bonus to AC. So 33.
Haste spell adds +2 bonus to AC. So 35.
Spell Mastery: Shield Spell let's me add +5 to AC for a round, whenever I needed to: So, effectively, 40.
Coulda made another +2 if had Bracers of Defense, but I didn't.
I also had a Cloak of Displacement.
In a duel of attacks I was ******* untouchable.

18 DEX it's enough since wizard can cast Magic shield / Counterspell / Elemental Shield spells. Then, they should focus in raising Wisdom.
