Recently a player created an item and started using it. After double checking on the item. It was obviously overpowered but I couldn't edit it or even make a downgraded version of it. Why can't I access his Homebrew item if it is in my campaign?
Only the creator of a homebrew thing can make edits to that homebrew thing. As DM you can remove it from his character sheet and tell them to try again.
