Title really says it all. I could make an Earth genasi from MotM, but when I go to read the book it asks me to buy it. Is that how it's supposed to be? I'm pretty sure the person who shares content with me owns it.
Because the DM of that campaign has that sourcebook blocked.
Blocking a source will hide compendium content to prevent players from reading it unless they own it. No options or content will be removed from other tools such as the character builder, character sheet, or encounter builder.
