Am I correct that “legacy” content is not available for digital purchase even though I am the definition of “age of consent” and fully understand that such content others may find offensive? For example, I have a hard copy of ‘Mordenkainen’s Tome of Foes’ but since it’s been tagged as “Legacy” it is not available in digital format. Will “Legacy” content ever come back in digital form?
It's not purchasable digitally and chances of WotC changing their minds on that is low. If you have them in print, they can easily be recreated with the homebrew tools.

Do you own or have shared with you the book it's in? Then you can add it to a character, no enabling required. (If shared, it has to be in the campaign where the sharing is happening.)

I did managed to do a work around by editing a character that is in a campaign to add the item...then copying that character and editing from there. Once the item is added it does not get removed. More work than should be necessary but works.
You can always homebrew it; there's nothing about it that's weird or difficult to do.

Ddb homebrew isn't always necessarily "homebrew".
You have the hard cover book in your hand and do not want to spend the money to purchase the same in digital format, you can use the homebrew tool to recreate it.

If the AL DM has an issue with this, they can look at your character sheet, see the "homebrew" item, see if the text, To Hit, Damage, and notes all match up with what is printed in the books and confirm that you have set up the item in the homebrew tool correctly.
If the AL DM doesn't want to do this, they are lazy and I wouldn't consider playing with them.

Legacy content has nothing to do with age of consent. It has to do with the fact that legacy content no longer reflects current lore or game mechanics of D&D.
The legacy content is available to those who already purchased it online. There are no announced plans to sell it again.
