As a mountain dwarf, you’re strong and hardy, accustomed to a difficult life in rugged terrain. You’re probably on the tall side (for a dwarf), and tend toward lighter coloration. The shield dwarves of northern Faerûn, as well as the ruling Hylar clan and the noble Daewar clan of Dragonlance, are mountain dwarves.
You are referencing the Racial Traits summary when you select Mountain Dwarf in the Choose Race step of the Character Builder, correct? That racial trait summary is the traits shared by all dwarves. The subrace specific traits (for Mountain Dwarf, High Elf, etc) don't get shown in the summary text, just at the bottom of that window if you scroll down.
I think there is a good suggestion here of "Show subrace traits along with the racial ones in the summary window"
Assuming you're talking about the snipped in the character builder, that's not an error. For all races with subraces that give different stat bonuses, the shared bonus is listed in the snippet. All dwarves get +2 con, then the different sub races each get a different ability score increase. It's the same for elves, genasi, all races whose subtypes have different score increases.
In the small block of text about Mountain Dwarves under racial traits it says Constitution +2 when it should be Strength +2
Bold and hardy, dwarves are known as skilled warriors, miners, and workers of stone and metal.

Where it gets really confusing is with variant races since the snippet describes the base race even if none of it applies to the variant.
