Recently, a player in my campaign (Im the dm and I own it) lost access to their account. His character is still in the campaign, but he cant edit it as if he owned it. Is there any way for my to unassign it so he can claim the character, or copy the character sheet, which I do not own, so that i may create a new unnassigned character for him from it?

Go to campaign. Find character. Click unassign.
Give the Join link to player who logs in with new account. They get option to create new character or pick an unassigned one, they pick their unassigned one. It's theirs once again. Much jubilations.

Given that the character is still owned by the inaccessible account, I don't think this will work, as I don't believe even DMs can unassigned characters "owned" by other players

Correct. Only the account that owns a character can unassign it.
I strongly encourage the player who has lost access to their account to contact our customer support team.
