Just having the master tier alone does nothing. Content sharing shares owned content, by anyone in the campaign module it's activated in, with everyone else in that campaign module. You and anyone else there still have to purchase the books themselves.
So you have nearly all content purchased and you got a Master tier sub, but your players are not seeing that content?

You made a campaign on here.
You enabled content sharing.
You gave every player the join link.
The players have used the join link and chose to add or create a character.
They are editing that character, which is showing in the campaign. (Shared content will not appear for characters outside the campaign).

Yup. Furthermore went through the DnDbeyond responses that included toggling content on and off as well as clearing cache on my machine and the player's machine.
Have you or your players tried checking entitlements syncing? Go to https://www.dndbeyond.com/account choose the markeplace tab, and look at the "Account Entitlements" If it says you need to sync, click the sync button. I'd suggest you start with your account, then have you players check theirs.
I don't know if this is related, but a couple of my players had a similar issue last night. They showed me that when try to create new characters on the app (both Android I believe) that many options are missing. For example, one friend wanted to create a forest gnome (which is in the PHB) and instead it was only showing him rock gnome and deep gnome IIRC. I looked at the app, he has all sources installed, but when filtering choices on the race tab of the character creator it would only show a few options (I know the EE companion was one, but I forget the rest). He tried signing in and out on the app, creating a fresh character, same issue. Our game was just about to start so instead I created an unassigned character on my computer browser that he then claimed. That somehow worked and he was able to continue creating the character normally on the app.
I have all sources shared, all players and their characters are linked to the campaign, Master Tier, yadda yadda yadda... I'll have them check entitlement syncing though.
This was all done via desktop; PC my side & Mac their side. I understand that App is still kinda beta which is understandable given how new it's release is.
I didn't try creating an unassigned character. Our first session is today so last night I hand-jammed all their data from a character sheet they went through with me... defeating the entire purpose of have a Master Tier... can I get a refund DnDbeyond Team???
I don’t think I’ve ever seen anyone go through all the steps we’ve suggested above and not fix the sharing issue. So whatever is happening is pretty rare/unusual. I suggest contacting support. They can get backed up, so please be patient.
One thought I had: is it possible the players have lots of the content toggles off on the homepage of the character builder? Depending on the content they are looking for, that might be it.
And one more: you bought the full versions of the sources (“books”) here and not compendium only, correct?
Update: After exhausting all of the community's on-point suggestions, I reached out to the Support Team. I was told to provide video evidence of the aforementioned issues. I'm not making that up. I replied that I'm not interested in attempting to prove myself (why would I lie?) and the person unable to receive the shared content was also not interested.
I don't think DDB is capable of tracking whether or not you've ever used a specific feature that you have access to. Whether it's active on any of your characters, yes, but across your account history? Probably not. That said, I don't see why they can't 1. take a look at your account entitlements, and then 2. use mod powers to edit a character and try to assign the missing feature.
I have an active Master Tier -- purchased today.

Right... this is why I purchased the Master's Tier in order to share my content with my party, which is nearly all if it.

1. Yup, I had them screen share their character set up. Toggles are all on.

I thought it might be a lag from adding on the Master's Tier on the same day however this issue persists.
