I am trying to design a human variant, and I want to give it a selection of spells on levels 1, 3 and 5.
I created the spells and indeed there is a drop down menu for choice in the character creator, but all three options are available at level 1 for some reason. I set the field called "CHARACTER LEVELS WHERE OPTIONS KNOWN" to 3 and 5 (for the two abilities that I wanted to come in later), but that changed nothing.
In the spell selection, I added the spells I wanted and set the field "AVAILABLE AT CHARACTER LEVEL" to 3 and 5 respectively, but that didn't change anything either.
You cannot. The selection will happen immediately, but they won’t actually gain access to the spells until the appropriate levels. If you were giving them set spells (instead of a choice), there would be no dropdowns and it would work the way you want it to. Official races that give spells at levels don’t offer choices, and if they do those are created as wholly separate variant races.

is there a way to select spells by alignment? The reason it’s a choice is that you are suppose to get one of three spells based on your alignment, but I couldn’t find any way to specify alignment at all :(
You cannot. You would have to make a 1st-level trait that gives an option, and then higher level traits with ”granted options” based off of the first choice. I explained how to set up options here:

I still can't get it to work, I don't understand what I'm supposed to do.
I created an Option instead of the Spells, and that Option has spells in it. Now I added a new trait, and set its requirement to the first one I created, but how do I limit the selection based on the selection of the first one?
I know this is 3 years late but I didn’t see any answers here, so I figured I’d answer for others looking for similar info. You can always specify in descriptions of that feature, what spells are for what alignments, and just trust DMs and players that use this homebrewed creation to pick the right options, or make 3 separate variants each with the one spell for that alignment (I’m assuming good neutral and evil) and add alignment to the race (or species if you’re using the 2024 rules now) description, perhaps by adding some flavor text to each one to explain why that specific variant is that specific alignment, such as “this race has committed itself to a lifetime of service and sacrifice for the greater good” and add in the details sheet that there are other variants for the other two alignments. I do really wish the subrace homebrew options for 5e were functional but I’ve been having issues with it, but if it does get fixed that would be another option.

Actually, don’t make it a “1st level” trait, just leave the level part blank.
