Wednesday I bought Everton rising from last war using the mobile app and didn't get the book added to my library. The payment went through according to my bank account but when I open the app it shows that I can buy it again. After trying to pay for it I get an error already bought message.
Hover over your profile in the top right of the screen - Account - 'Marketplace' tab - Account Entitlements - There should be an option to sync if your account has not synced your purchases yet.

Make sure you did not accidentally make two accounts, as that is a common problem. Some people login to Beyond with a secondary device but either used Twitch or a different email and basically created a second account without realizing it.
If you haven't already, try checking in your Account Marketplace page for whether your entitlements data is in sync; right at the top of the page you should see whether this is the case, and also will see a button to fix it if they are out of sync.
You will also be able to view your order transaction history (to see whether the purchase is on your account), as well as below that your current product licenses. If you don't see the item(s) you've purchased, but your payment method has been charged, check whether you haven't accidentally logged in to a separate account — this can happen if you use a log-in method that hasn't previously been linked to your account. Keep in mind that if someone's account was created prior to April 2019, it had to use Twitch (at least at some point).
Did you purchase the $20 “Compendium Only” copy or the $30 “Full Version?” The Compendium is read-only, the Full Version is what unlocks the interactive digital tools. If you did only purchase the Compendium, you will only need to pay the $10 difference for the full version.

Nope I use my Google account only to log in.
Can you see the purchase if you log onto dndbeyond using a web browser?
No it's not there for some reason.

I resolved mine by making a claim at google. They returned me the money and i could buy the damn thing again.

Data is in sync, the transaction is there, and the book is listed as purchased. Thank you for the help. I think I'll contact support.

I actually just solved the problem, and feel kinda dumb. I just had to go to the character's edit page and enable Eberron content.
