This thread hasn't been addressed in a while so I was curious if perhaps I'm misunderstanding this. I chose the feat Fey Touched and selected Dissonant whispers as the second spell choice. DW is on the character sheet as a "use" option for the free cast but it is not on my spell list to cast using a slot. Neither is Misty Step for that matter. I checked the posts but haven't seen anything past 2019. Is this something that I should just accommodate manually?
Feats cannot allow casting using spell slots. It's a limitation of the system.
You can create a copy of the subclass to add a hidden feature to grant the spells, choosing "uses spell slot: yes". Since you're a cleric you should choose "always prepared" but "counts as known: no". This ensures it doesn't affect what spells you can prep.
Then you will be able to see it with the "use" option and the "cast" option.

Alternatively, you can just click one of the spell-slot tickboxes. I have 3 spells like this, and prefer not to add more clutter in the spell list by having duplicates for all of them, so this works for me.
But that works best if upcasting doesn't do anything to the spell's effect, like Misty Step. Since Dissonant Whispers *does* increase damage with an upcast, then yeah, a homebrew copy of the subclass would be a good idea, in order to show listings for that spell at the higher levels. Unfortunately I'm not as knowledgeable about that ^^;;
