Few of the PHB backgrounds are accessible on DDB unless you own the PHB or have it shared with you via a campaign. Which other backgrounds are you able to see?

Nobody can see that part of your character sheet except for staffers and mods. I am unfamiliar with the “Outlander Hunter-Gatherer,” is it perhaps homebrewed?
If it shows up as “Outlander-Hunter-Gatherer,” it is definitely homebrew, as IAmSposta suggested. Probably private homebrew of someone else in your campaign.
As others stated - you can homebrew and add things to D&D Beyond for either just the games you (or the DM) want to make available to just the party. Or if it's different enough (and doesn't closely mimic anything else, and has enough differences) it can be submitted as a homebrew that anyone can see.
For example you can see from mine what is published homebrew (anyone can see it) and what's private (just made for my campaigns)

Right, but that’s just a flavor thing and is in no way reflected mechanically on DDB.
Why doesn't the Outlander background from the D&D 5e PHB (pp. 136-137) appear accurately in character creation? Other backgrounds from the PHB do...
