So, I'm trying to add the Feat Alert to a cloak for one of my players, and while I can add it, the Feat will not work when adding and attuning the item. Have to manually add from the Feats page, and that's what I was trying to avoid. Did the same thing to one of my Homebrew races.
Magic items cannot add feats to characters. It is a known limitation. Since none of the official magic items add feats, none of the homebrewed ones can.

Only the “choose a feat” Submodifier works on races AFAIK.
