homebrew feat reducing DC of a spell

I am trying to build a Feat that allows a custom spell to be used.  The Spell causes frightened with a charisma based save, however when acquired through the feat it has a DC of 10 rather than 13.

is there a way I can have the spell remain castable at will without the use of a spell slot through the feat and retain its original DC?

Edit: Resolved by selecting ability type for the spell within the feat itself
