These magic items are consumable to my understand. Would it be possible to flag them as stackable in the inventory like rations, and arrows? Currently, they are treated as a single item.

The Bead of Nourishment activates when it dissolves on your tongue, so probably not in rain. But the Bead of Refreshment activates when it comes into contact with liquid. This is why you keep magic items like these in a water-tight jar or bottle.

Agreed, in DnD Beyond character sheets it ends up looking like this: (I'd post a screen shot but it seems I have to host the image somewhere...)
If you make custom homebrews using the beads as a template, you can then convert them from being a “wondrous item” to being a “potion.” Wondrous items are not stackable, potions (and scrolls) are.

What I've done, is bead of refreshment expands upto a pint, it just needs a lil starter fluid.
