I own all books on DnDBeyond - except the Rick and Morty one. I have a master tier subscription.
I created a new campaign and enabled content sharing. I then went into content management and individually turned off ("Blocked") each book I didn't want the players to use. The only enabled("Shared")options are the PHB, DMG, TCoE, XGtE, FToD, and MP:MotM.
Prior to blocking the individual books but after enabling content sharing, I had a friend test. They saw all available race & class options.
After blocking all books *except* for the ones listed, they can only see options from the DMG, PHB, Elemental Evil Companion, and Basic Rules. They do not see any options from Xanathar's, Tasha's, or Monsters of the Multiverse. Those options are shared under content management.
Is this the intended functionality? Am I missing something? I appreciate any advice
Typically “blocking” sources only stops players from reading the compendiums, it doesn’t block player options at all. Normally you could block everything and the player would still have access to all the races, subclasses, spells, etc. anyway. People have been begging for the ability to actually block player options in a campaign for years. If I were to hazard a guess, I suspect that you are experiencing one of two things, listed in their most likely order:
They are finally trying to implement the ability to actually block content within a campaign and sometimes fritzed and you got to see it first. (This is highly unlikely, but potentially possible.)

I hope that helps.
