I got all the books for my group. But an other person is our DM. The DM can add all the monsters to an encounter that is part of our shared campaign but when he whats to edit the monster/homebrew from an existing monster the monsters from my books are not available.
Content is not shared with the other players themselves, but only within a specific campaign. That’s why the DM can use those monsters when the encounter is attached to that campaign, but not anywhere else.

You are doing nothing wrong. Please see the General Homebrew FAQ #11: (https://www.dndbeyond.com/forums/dungeons-dragons-discussion/homebrew-house-rules/131411-a-homebrewers-how-to-faq).

yeah so you should be able to edit the monsters in the encounter in your campaign ;)
Or WoTC just make clear its best your DM buys all the books ;)
