Because if you never purchased anything here, you shouldn't have all those books if you are the primary content sharing person.
(Also I believe more than one person can share content, so that's where the confusion could be coming from...)
Each campaign can have up to 12 participants (13 counting the DM). Turning content sharing on for a campaign means that any content unlocked by any participant (player or DM) within that campaign is available for all players and the DM for use.
EDIT: I bet this is why. I bet one of your players has the books and the DM Tier and is sharing also.

The content isn’t being shared “with you,” it’s being shared within that specific campaign. That’s it. You cannot share content that is being shared with you. You can only share content that you purchase. You must buy the books separately from the subscription or you have nothing to share.
The way content sharing works is that someone in the campaign (doesn't have to be the one with the sub) has to have bought the book. Everyone in that campaign will be able to read those books and characters in that campaign can use all purchased options. Content shared to you in one campaign does not travel with you to another campaign.

It's been nearly a full day since we ran into this problem and they still can't access it, so it doesn't appear to be a backlog issue. Is there something else that I am missing?

Make sure their characters are in the content sharing campaign.
Try turning sharing off then on again. I've noticed sharing can have issues with characters added from outside the campaign after sharing is turned on.
question, what if only bought some of the content in the books? would I still be able to share that or do I need to buy the entire books to do so?
You need to have a DM Level Subscription here. Then, if I am not mistaken, you should be able to share that content if you create a campaign.
So for example if you bought RACE01 and CLASS01 from D&DBook01 - and then you create a campaign - then me, who doesn't have any of that - would be able to select the Race and Class you purchased to create a character.
I have a Master Tier and I just created a new campaign and can not share content. I have no option to do so. Where do I select it. (I should state that I have never had this issue before. I have created several campaigns and shared content but now I can not. Yes my account is active. I have nearly every book purchased.)
My campaign says I am the one content sharing, so I am not understanding. Not any of my players.
I am the one content sharing on both campaigns but one campaign has access to everything and the other does not

I'd say check with your players in the game with all the books visible - and see if one of them has DM Tier & Content Sharing.
