I'm the DM in a campaign and one of the players in the campaign is sharing content but I am not able to access them.  Is this a bug?

Is your character specifically in that campaign? If not, there’s your answer.

My character is not.  Sorry, should have clarified and provided more information.  This seems to be a problem with the character builder.

I'm able to access the content with the encounter builder.  I can look at the sourcebooks and adventures.  The other players are not able to access the content with the character builder and neither was I when I tried to create a new character.  For instance, the player owns Eberron content but we are not able to see Warforged as an option.

The Content Management page only includes the content I personally own.  When the player tries to access it, they get an error.

Shared content can only be accessed on characters in the campaign where the sharing is happening. 

All the players, and myself are in the campaign and creating characters within it.  Thank you for the advice though.
