I noticed I can only access Draconic bloodline as a subclass for my Multiclass sorcerer/druid. I subscribed, found a homebrew that is standard for what is in the players handbook, allowed homebrew to be accessible in the character creation settings, and it still is not available in the dropdown for subclass.
Anyone know what I might be doing wrong/what's going on? Is this a multiclassing issue? Is there some other secret step I haven't found? Any help appreciated.
So homebrew is for people to publish their own original stuff, they can't publish replicas of any published material (including 3rd party stuff).
Subscriptions on D&D Beyond don't actually unlock any published content, they're more like player upgrades: unlimited character slots, adding other people's homebrew to your characters, and on Master tier being able to share your purchased books with other people in your campaigns.
To actually unlock the published content, you have to buy the books from the marketplace, buy the individual thing you want from the marketplace, or have the book content shared with you from someone who did purchase it. So in your case, you would have to go purchase either the Player's Handbook (which is on sale right now as of 9/9/23), or go to the Player's Handbook store page, scroll down to the Subclasses section, and purchase Wild Magic Sorc for $2.

People aren’t allowed to publish replicas of stuff from the official book. Which Homebrew are you using? Did you actually add it to your collection?

Thanks! Knowing where to purchase helps. Much appreciated!
