Is the spell Dissonant Whispers in the official WotC SRD? Currently the only content available in Phase 1 of the beta is WotC SRD content. If it's not there, it won't be here.
As the others have said, the only spells currently shown in this early stage of the beta come from the SRD. That's the Systems Reference Document. In short, only basic spells, not those from the Player's Handbook or Elemental Evils, etc. Those will be added later as the beta progresses.

You are also missing witch bolt.
Witch Bolt is also not in the SRD - would need to wait for the Core books to be released (we assume once it's out of Beta)
