I have a lvl 2 tiefling with abbysal legacy and Ray of Sickness is showing up on the character sheet as one of two fiendish legacy spells. Ray of Frost should not be available until lvl 3. Is this a bug or have I done something to cause?

You're using homebrew or misreading something.
2024 Abyssal Tiefling adds Poison Spray cantrip at 1st level. The only Tiefling that adds Ray of Frost is the Levistus Tiefling from Tome of Foes.
All tiefling versions, (2014 core, expanded ones from tome of foes, and 2024 ones) adds the cantrip at 1st level.

Sorry I mean Ray of Sickness. Not misreading, it is definitely giving me the Ray of Sickness as an option at level 2.
I confirmed that this happens to me too, but only if I select Wisdom as the spellcasting modifier. It looks like it's a problem with that option specifically; it doesn't happen if I select Charisma or Intelligence.
It actually provides the spell as early as level 1, which is definitely a bug.

If the built-in things work anything like the way homebrew stuff works, there are actually three separate options under the hood (i.e., "Abyssal - Charisma", "Abyssal - Intelligence", and "Abyssal - Wisdom") which happen to provide the same spells. Because they're implemented as three separate things, problems like this can be specific to just one of them.
