I am having the same issue. I have access to the 2024 PHB and can see all other PHB 2024 feats when managing a character except the updated war caster feat. I have created multiple characters from scratch to verify the issue. Even when I go to Manage Feats on the character sheet, I can see all the new and updated feats except War Caster.
There is a work around I've discovered. In the Character Builder, under the Home tab you need toggle off Feats under Use Prerequisites which overrides any requirements the character builder is not detecting.
I have a free account, but my DM have the master subcription and we can all use his books.
I am updating my lvl 15 sorcerer for our game and cannot find warcaster nor elemental adept neither. I have access to all others PHB 2024 features, except those 2 feats.
If you’re trying to select character options from that book, do you have “5e Core Rules” enabled for that character? For spells and subclasses specifically, did you select your class from that group, and not from “5.5e Core Rules” instead?

I'm making a 7th level bard, lightfoot halfling, with only 5e core rules, expanded rules, legacy/non core and homebrew activated, i have tried ticking feats in the prerequisite and unticking it. according to the account entitlements they are all synced and is under current product liceenses. i have also tried ticking 5.5 core rules and 5.5 expanded rules it still hasnt worked. this is when im trying to give them a feat during the ASI

Do you own the appropriate PHB on DDB, or are you making the character in a campaign where the book is shared with you?
If you go to Features & Traits in the sheet itself, do they already have that feat from another source?
If you click Manage Feats there, scroll to the bottom, and open "Unavailable Feats", is the feat shown there? Does it provide a reason for why it's unavailable?

I have a Level 9 sorcerer. I bought the Player's handbook to add the feat but i cannot find it.
Check if your entitlements are in sync. Also how long ago did you buy the PHB? Sometimes it can take some time before it updates on your end.

Bought it 2 days ago. I have access to the content but not the War Caster Feat.
In the mobile app, the content doesnt even appear.
Not any of these problems before 04/30/24
If using the app be sure to download the PHB.

Start a new thread, since this one is from before the 2024 update that came out today. I'm having the same issue as you though.
Elemental Adept is also missing, I'm guessing the new character classes are missing the "Spellcaster" tag for feats.

i have just tried to make a brand new wizard at the same level even with prerequisite and it will show up just not for this bard

i don't know why but its suddenly showing up
