Hi I'm currently trying to make a Homebrew magic staff item using the Staff of Power as a template but it seem when I add new spells to the "Spells" section it gives me this error.
"This Item cannot be shared with the community for the following reasons:
This homebrew Item has data mapped to it that is licensed content or private homebrew. This typically occurs when licensed or private homebrew spells are linked to the Item.
Remember, private homebrew is automatically shared with other users in your campaigns and does not need to be shared with the community for players to access."
The spells that seem to trigger it are Arms of Hadar and Power Word Pain. I own these books for these spells but can't seem to add them without getting this error.
That error only matters if you want to publish it, which is completely unnecessary to do. You and your friends can freely use anything you create without publishing. Publishing is only so perfect strangers can use it.
So as it stands I can't publish this staff so others can view it (Which was the whole point I started of porting to dndbeyond) because the magic item spell system is broken and won't allow some spells to be added to it?
No. Your friends can view it. Anyone in the same campaigns with you here on DDB can view that item on their character sheet, and they can see the details page too if you send them the url. It’s only strangers can’t see it unless you publish.

No, the system isn’t broken. Again, please see the General Homebrew FAQ, question Ω-3 for the explanation as to why you can’t publish with those spells added: (https://www.dndbeyond.com/forums/dungeons-dragons-discussion/homebrew-house-rules/131411-a-homebrewers-how-to-faq#GeneralHomebrewFAQ&BasicTroubleshooting).
