Weird thing, one of my players has his proficiencies and passive abilities all thrown out of whack. For some reason since the new changes he has +13 to all. No changes to his stats, no customized abilities, no custom items, or modifications to anything which would account for this.
He made a new copy of the character and it got even crazier. 40 Passive Perception rather than 30.

There is most likely an incorrectly programmed homebrew somewhere on the character that is causing your issue. Likely it is a magic item or feat. Please post the URL for the effective character sheet, and someone will be able to take a look at it for you. Make sure that she is set to public.

I saw a second person with a similar issue in the bugs report thread for the 5.5 PHB so it might be tied to something there instead of the normal homebrew culprit. In their case it was a wizzard.
It's one of my players characters, he's got it set to private. I'll ask him next game.
Using the Illusionist wizard, illusionist, Tiefling he was able to recreate it with the same stats and the +13 to everything. All straight out of the PHB. No homebrew anything, in fact it was a naked character with nothing but stats and ASI chosen. That's with his preexisting character as well as making a new wizard with the 2024 rules.

check if he's added the boon of energy resistance. instead of increasing the limit on con by 10 (as all boons appear to do to all stats) it adds a bonus of 10+con to every ability check. i have posted about it in the feedback thread as i encountered it trying to rebuild my old sorc.
it's possible this same error is in another one of the boons as they all appear to increase the ability limit for all abilities to 30.

it's exactly that; i created a homebrew copy to confirm and posted the same in the feedback thread.
It looks like that issue has been fixed.
