I supposedly own Serpent Scale Armor from Candlekeep Mysteries, pg 98, but am unable to see it as an armor option for my character.

Do you have the "expanded rules" toggle turned on for your character? I just tested, and confirmed the item only shows if you do.

IF it is turned on, check that your entitlements are synced.
