The subclass that's available for free via the Basic Rules is always the one that DDB uses as the basis for assigning features. For druids, that's Circle of the Land, and they get Circle Spells starting at level 3. If you're not making another Circle of the Land type subclass, you can put in a blank placeholder feature and hide it from view.
I have a problem. My subclass I'm making has features at 3rd, 7th, 7th, 15th, and 20th levels. But it says that I don't have the right requirements either. Do you know why that is?
After that you MUST re-save the entire subclass using the main [SAVE CHANGES] button under Basic Information or the system won’t pick up your changes and check those compliances.
I had the same issue. For me, it was as simple as checking to see if I associated the levels with the feature. Take the Runechild from Tal'Dorei Campaign Setting Reborn. One of it's abilities uses it as a reaction. Even though the feature is given at that level, since I added it so it appears under reaction, it needs to have the level there as well. I would say double check if you added stuff to the your features, like actions or level scaling, and see if you checked all the boxes for the features. Hope that helps.
If you leave the level under an Action blank it should automatically apply that action at the same level as the feature that grants it. That field only really needs to be filled out for level scaling actions/limited uses.

They could have 3-4 (or more) features at each of those levels, it really doesn’t matter. They just need at least one feature at each of those levels set to display in the builder and on the character sheet. They can also not have any features at any other levels.
That’s not right. Try adding the second feature back and re-saving it again. If it triggers the rejection message again then the devs will need to be informed about the bug.
Class level features when creating a subclass is a MAJOR learning curve. The devs should make creation of class features a template so homebrew creators don't have to hunt for information or get stuck like this

I'm also having the same problem with my rogue class, I tried switching the subclasses abilities to the rogues levels but it remained the same.

i don't know if you ever got this resolved by druids need 1 at level 3 as well. it should be 2,3,6,10,14

It appears there can only be a 2, 3, 6, 10, and 14. Otherwise it won't process. I had 2 2's, and it kept rejecting it until I removed one of the 2's.
