I have tried starting a new creation from scratch and I still get the same "error"... I have tried to create from the template of Circle of the Shepherd but I still get the "error" (and no matter how much I change the template information it also tells me that it is too similar to the Circle of the Shepherd)
I also am having this issue. I am updating a version I published a week ago, and haven't changed any of the abilities or levels, just clarified some things and fixed spelling. But now it will not let me post.
Please be aware of the design restrictions placed on features for subclasses. This thread contains information on how to check your subclass adheres to the D&D 5th edition design principles for subclasses and can be published.

Do you have "mechanical" effects at each of these levels, or just text descriptions? By "mechanical," I mean did you add any options for class feature options, modifiers, spells, or actions? If not, that may be the issue.

For the druid, you must have also a 3rd level feature. It might seem counter-intuitive, but the druid class features are based on the Circle of the Land, which takes the feature Circle Spells at 3rd level.
Can you only have those ones or can you have more? Like for a warlock have 1, 6, 10, and 14, then also have like 4, 15, and 20? Or is 1, 6, 10, and 14 all you can have? I keep getting the message.

You should only have abilities at levels where the class subclass abilities kick in. For a Warlock it should be 1, 6, 10, 14 only.
I also found that once I covered all of the required levels with a class feature entry, I needed to also hit the "Save Changes" (under "basic information") button for it to clear the error. Also, no actual mechanic for the class feature needs to be assigned in it as far as I can tell, just a description. I created a named rank and flavor text for each required listing since my mechanics are all covered through level scaling and level overrides in just a couple feature entries that start at the lowest levels.

Oh, what is the the "can cast spells" dropdown set to? Try setting it to "No" if it's not already and see if that changes things.

That would be because of your Level 18 feature.
I removed the feature and it's now published! Thanks for the help! :)
