It's missing this whole chunk of text I've underlined from GGtR p. 223:

Izzet Engineer doesn't seem to add Call Lightning to a character's spell list. I don't know if their supposed to have it or not but it says it in the sourcebook.

Guild spells are added to your spell list (list of spells available to pick from), not to known or prepared spells.
I know that they are added to the list of spells because every other Izzet Spell appears of the pickable spells. The only one that doesn't show up is Call Lightning. It might have something to do with Artificer.

Works for me. Is your artificer high enough level to learn level 3 spells?

When I put him at a level he can get call LIghtning It simply doesn't show up on his spells
No, what does that have to do with it? Honest question not trying to be a boogie! On further inspection that did make a difference, but that is Eberron content, why is is it controlled by Magic the Gathering content?

Some GMs impose restrictions and limitations in their campaigns, and do not allow certain things in their games. Some tables ban MTG content and/or TCOE stuff for example. Similarly for AL, they also have strict guidelines on what is and is not allowed.
In my opinion, for the vast majority of users, it is best to turn all content toggles on.

I don't think the charms from the DMG have been implemented either. I assume it's planned for the future?
Charms are a type of boon, there is a system on short term plans for them.

I read through more of this thread, and found I had to turn on Magic the Gathering content. Got it now!
I purchased minotaur a la cart and can't choose it for a race at all.
