I made a fighter wearing plate armor that has a negative dex modifier, and it seems to be subtracting the dex from his AC. "Heavy armor doesn’t let you add your Dexterity modifier to your Armor Class, but it also doesn’t penalize you if your Dexterity modifier is negative."

I am also having this problem with Chain Mail. Not sure if it makes a difference, but the character is a Dragonborn Paladin.
