This section is different than all the other homebrew "starting" pages, because first you must choose to create a race, create a subrace, or create a variant. In the past, these three options were visible buttons, which made it obvious that you needed to click on them. Now those choices are plain text, looking identical to their expanations, and there is no visiual clue that they are clickable. The look like this:
Create Race
Create an entirely new race, such as an elf or a human with or without subraces.
Create Subrace
Create a subrace, such as a wood elf, of an existing race that supports subraces.
Create Variant
Create a variant of an existing race, such as a variant human or variant tiefling.
They are in fact, clickable: clicking on "Create Race" makes the drop-downs for race creation appear, for example. But--unlike the UI everywhere else in the homebrew editors--there is no visual indication that you can do so. It also looks very odd and out of place given the layout and font choices of the rest of the page and other homebrew editors.
This is true for me both on Safari on an iPad Pro (running iOS 12) and in chrome on a Macbook (running Mojave.)
