On many pages, specifically on the Item's searching interface (where I first noticed) the scroll wheel doesn't function properly. You can scroll click to pull up the d-pad style of scrolling but actually scrolling with the wheel itself doesn't seem to work.
For me it happens once in a while. I find that if I just close the tap that I was using, it goes back to normal. (Keep in mind I like to open a new tab rather then follow a link most of the time.)

I won't be able to post the Chrome version until I get home tonight but I haven't noticed a major pattern to the error. It had occurred in the forums as I go between pages or open threads in other tabs. It also happened once each on the spells list and the monster list as I opened new tabs (I like to open new tabs rather then follow a link on the same tab).
So maybe it has something to do with opening new tabs...??

That's my thought. The lack of a pattern definitely complicates things. Hopefully I can compile a list and start looking for similarities.

There's a handful of bugs related to scrolling on Chrome, and many of them are nothing that DDB can do anything about, unfortunately. Check if any of the following apply to you:
Does this happen only on DDB or does it also happen on other websites? If it happens on other websites as well, it is more likely you're running into a bug with Chrome or the OS.
Are you running Windows 10 with Kaspersky installed and trying to scroll with a touchpad? There is a bug where Kaspersky on Windows 10 is interfering with being able to 2-finger scroll (using a touchpad) in Chrome. The upcoming Creators Update for Windows 10 should contain a fix for the touchpad driver to allow this to start working. Otherwise, switching antiviruses or disabling smooth scrolling in chrome://flags should also work around the issue. See here for more details.
If you disable smooth scrolling in chrome://flags, does the issue stop happening?
If you refresh the page, does scrolling work now? If no, does closing the tab and opening a new one make scrolling work? If no, does restarting the browser entirely make scrolling work? If refreshing or opening a new tab fixes scrolling, then it is possibly a DDB issue. If refreshing and opening a new tab does not fix it, then it is unlikely to be a DDB issue.
In my case (Chrome 59 on Windows 10 Anniversary w/ Surface Book, no Kaspersky), it happens at random on arbitrary sites. Only closing and re-opening the browser fixes it for a time. Based on the link I gave above, I'm thinking that this may be an issue with the touchpad driver in my case.
SUGGESTION: SCROLL WHEEL - when I use the scroll wheel on my mouse, the page will not move up and down, while other sites in the same browser, using the same mouse, will move up and down. This means having to use arrow keys or scroll bar to move page up and down. Please enhance by allowing use of scroll wheel on mouse.
When you click to navigate to a new page (for example clicking the forum button to go back to the forums) if you scroll anywhere on the page with the mouse wheel before the page loads, the mouse wheel will not scroll on the newly loaded page.
Closing the tab and starting again will fix the issue for that affected tab (it's linked to each Chrome tab individually).
This issue was reported so long ago and it is still happening. I have used Chrome browsers and Firefox and it seems that something on the screen gets focus and scrolling the page doe not work.

Getting a weird glitch where scrolling with the mouse wheel doesn't work on most pages.

What browser are you using? I'm using Chrome and haven't had any issues.

Apparently It's fixed itself. Not sure what was causing it, odd. Is there a way to delete a thread? I can only find options to edit it.
Maybe worth leaving it here for now?

I'm also getting the scroll glitch. I can't scroll normally at all. I can, however, click the mouse wheel and use the directional scroll just fine.
