Even though forest gnome is a players handbook sub-race, and that content should be enabled, forest gnome does not come up as an option for my character race. Please advise. Thanks!
The Forest Gnome is a subrace in the Player's Handbook, you're quite correct! However, the content that Wizards of the Coast provides for free are the Basic Rules and SRD (combined as Basic Rules on D&D Beyond), and the Elemental Evil Player's Companion.
If you'd like to use the Forest Gnome subrace you have a few options:
1) You can purchase the Player's Handbook from the Marketplace, unlocking all options from the PHB in one fell swoop.
2) You can scroll down on the PHB page in the marketplace to the additional purchase options and buy just the Forest Gnome subrace, which will unlock it for your characters.
3) You can homebrew the Forest Gnome subrace yourself, using your physical copy of the PHB as a guide.
My DM enabled all his content on our campaign, which definitely includes the PHB. My understanding was that we could access it from within the campaign. Is this not correct? Thanks for the replies!

If your DM has a Master Tier sub and the PHB and turned in content sharing, you should be able to access forest gnome for any character created in the campaign. Are you creating the character in the campaign?
if you are, ask the DM (or whoever has the Master Tier sub) to turn content sharing off and then back on again.
This doesnt make any sense logistically? You included the Third Sub race (Deep) and the Second Sub race (Rock) But remove the first?
Why? By all accounts, you removed the nice Gnome forest race. which gets along with Elves and small creatures! So lone wolfers can use the Underdark Gnome or the Gnome that likes to tinker all the time?

They didn't "remove" Forest Gnome. Wizards of the Coast provides Rock Gnome in the Basic Rules, and Deep Gnome in the Elemental Evil Player's Companion, which are currently the only free publications providing Gnome subraces. Anything else must be purchased. You can purchase just the Forest Gnome ala carte from the PHB, by scrolling down to to Individual Purchase Options.

I am now having this same issue. I have had a few books shared with me. When I go to create a character, at the start where is asked to select a source material. It lists the books that have been shared. One being PHB. I have tried selecting pHb as well as all material but still It doesn't show content like forest gnome. Hermit background. Etc etc

Are you creating the character within the campaign that's sharing the PHB with you?

Sounds like you arent making the character in the content sharing campaign.
Having a character in a campaign with content sharing gives your account access to all the shared listings and compendiums (the non-character sheet stuff) and gives that character access to the shared character options.
This bug is active for EVERYONE, so unless we all forgot the pay for the most basic book, fix your sh**
